Recovery Codes for API-based Flows

Ory has added the capability to create recovery codes for API clients through the admin API. Previously, the flow type was limited to browser-based clients.
This update expands the functionality, allowing recovery codes to be utilized in API-based authentication flows. The link strategy remains unchanged as it is less applicable for API clients.
